Ukrainian President Volodymyr Zelensky States He Lacks Clear Defense Guarantee from Allies

Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will protect his country in the event of a future Russian attack.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is finalized.

However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.

Moscow has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces now occupies about 20% of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "a vital part of our commitment to support Ukraine for the long-term".

He added: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.

"But as long as we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Recently, the President indicated a settlement was "90% ready".

Territorial concessions and defense pledges have been at the center of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with more limited success.
